Default Bigger threat to the Marvel univers?

Both Doctor Doom and Magneto have fought various heroes over the years. Both are considered to tier a list villains. So which one is a bigger threat to the Marvel Universe as a whole? Which one would have a better chance of rocking the world on its heels?

Doctor Doom HAS rocked the world to the heels -- Emperor Doom, Secret Wars 2015, that time he joyrode on the Silver Surfboard. Doom likewise will always be Dictator of Latveria and he has protected, defended, and saved his homeland many times.

Magneto as a terrorist is a great threat definitely. Whether it's Asteroid M in Fatal Attractions, extorting the UN to give him Genosha. He's done it but he's never really held on to his advantages, or improved it or lasted. He's not really improved his lot or done as much good and evil as Victor has. As Cullen Bunn's Magneto notes, his fate is to be the mutant boogeyman whose example terrifies humans and vicariously thrills mutants as a power fantasy of oppressed defending themselves. Doom saved the Multiverse from Incursions while Magneto tried and failed, albeit valiantly and courageously gave his all and more, dying in defense of all people, humans and mutants. So I think Doom has the better batting average.

Ultimately both are interesting and great characters. But I think at the basic level, Doom is about a guy who gets power and wants more and more, and who believes in using that power, while Magneto wants power for the benefit of other people. Magneto at heart is maybe a more decent individual than Doom.

On the other hand, I think you can say that Magneto has maybe killed more US Civilians than Doom has. Most of the people Doom oppresses are in Europe and the only Americans he torments are the FF and the Avengers when he's bored. From the point of view of Marvel USA, Magneto is maybe the greater threat than Doom is. Doom is a global-cosmic threat, whose fights involve the FF and the Avengers and spill on to news, but otherwise doesn't affect the population much, whereas Magneto's actions are personal and in-your-face.

Magneto is less of a villain these days if you ignore AvX. He's off in the X-men's corner and he's not written like he was decades ago

As earth based villains go, doom is without equal

He's been most powerful being in the universe (effectively) twice

And he genuinely believes he's right and justified

A villain with few peers and no earth based equal

    Imo

Doom, this isn't even a question.

Doom saved the multiverse when Magneto could just barely hold it together.

No, no he isn't, just as dormammu isn't and nightmare isn't, he might visit, he might work there sometimes, but that not nearly the same thing
