Default Which human antagonist in the DCU has the highest civilian bodycount

No cosmics or aliens allowed here (bye-bye Anti-Monitor, Darkseid, Parallax, Death, Lucifer Morningstar, etc).

Direct and indirect. Across all main comic book continuities (golden age, pre-crisis, pre-flashpoint, New52, Rebirth)

    Figure the automatic contenders are

    Deathstroke
    Deadshot
    The Joker
    Lex Luthor
    Ra's al Ghul
    Vandal Savage
    Others?

Whose on-panel civilian body count is highest over the years?

I would imagine Savage has the advantage for how long he's been around. Ra's has only been around what, a couple hundred years? I don't recall any of them committing a mass murder in the thousands or millions or anything to overtake Savage.

It gets tricky as to what you consider bodycount. Savage led grand armies into battle but does every resulting death count? The OP says indirect so I suppose Savage has a very high count. Similarly, R'as would claim to have a hand in many revolutions, liquidations, and society-wide downfalls. But you're right, Savage probably has the edge.

That said, there must be more than a few events where someone like Luthor incidentally kills a ton of people in one go only to have it reversed through time travel or bio-resurrection or something.

Would Savage qualify as human given his powers?

I guess it would be between Joker, Deathstroke and Cheshire.

Between the three of them I'd give it to Joker.

    Is that even in continuity?

Joker has done a lot of mass killing, filling up graveyards. Slade is more individual.

Didn't Prometheus somehow blow up / teleport into space a bunch of cities full of people in Cry for Justice? That seems pretty egregious.

Black Adam punching everyone in Khandaq to death probably doesn't count, since he's pretty far from human, at this point.

I mean, Deathstroke is an enhanced super-soldier. Does he qualify if Savage doesn't?

Joker has killed like 2000 people. If we count New Krypton, than Lex possibly beats him, but as that doesn't really apply in continuity, Joker wins.
Pull List: Detective Comics, Batman, Flash, Justice League, Future State

Cheshire, dropped a Nuke on Qurac, I think that beats both of them. Unless you count the the destruction of Blüdhaven for Deathstroke.
