What are the most messed up fictional societies?

I think the Skeksis from the Dark Crystal are pretty awful, their casual cruelty, depravity and willing to commit genocide to serve their selfish ends is pretty damning.

The Dominion from Star Trek Deep Space 9 is pretty awful, they created a drug-addicted slave race like the Jem'Hadar and infected a planet that defied them with a plague that was passed down from generation to generation.

I also heard Warhammer has some pretty messed up societies.

The Grineer, a slave-clone race consumed with genocidal insanity against anything that isn't Grineer, who universally suffer genetic breakdowns that force them to alter their bodies into frightening half-human cyborg constructs. They're basically two thirds of the way to just being Daleks.

The Corpus, a profit-worshipping race of extreme capitalists with everything that entails exacerbated to such an extreme that it's flat-out illegal to help someone in financial trouble, and they repossess bodies.

It's hard to judge some of them against others.
