I think she may have been seeded by the Phoenix rather than anything to do with Moira.

She could also act as a positive or additive to the negative created when all the mutant powers were removed. That unbelievable concentration of negative energy was addressed in some of the Alpha Flight stories after Decimation. All that energy that drove the mutant abilities couldn't just disappear from reality it had to go somewhere else, so in a sense Wanda unleashed a negative and destructive force on the world by removing all the mutant powers.

I think to balance that a powerful positive force was created as a counter, Hope. It's not that Hope as a person is a very nice person or anything like that, it's that she is a positive additive force especially in relation to mutants.

No, Rachel is 811 Jean and Scott's daughter. The Phoenix did do something to Rachel the first time she resurrected Rachel after Rachel died fighting Necrom. The Phoenix rebuilt Rachel's DNA from scratch and modified her to be more completely connected to the Phoenix force. Honestly, I think that Rachel is the daughter of the Phoenix now and that is why we occasionally see her showing signs of using the Phoenix Force energy without actually being a host anymore. She is like a baby Phoenix and isn't as powerful as her mother yet.

Since retconned. The Phoenix Force is its own entity, and it just happens to prefer telepaths.

Hope's birth was engineered by Jean from the White Hot Room to give mutantkind an out to the Curse of M, since undoing it required both the use of Chaos magic, and the power needed to cast a spell of that universal scale. Hope was created as the only one capable of this, since her ability allowed her to use Wanda's powers while hosting the Phoenix, a feat no one else can do since Chaos magic injures the Phoenix.

I would say no. House of X 2 showed us that the phoenix 5 happened in life 4, presumably as a climax to decimation and the messiah stories. So something similar happened. Once Xavier had the resurrection, They may have realized they needed AvX to play out similar to have Hope, Goldballs and tempus created. Would also explain why Moira didnt interfere .
