I’m not sure about the speed, Nero charging (miles, possibly) up the Qliphoth is presented as basically happening in the time it takes for an SDT Dante and Vergil to rush each other. It’s pretty ridiculous.
With Ragtime Nero can slow time to where Vergil moves like a slug by comparison.
Raiden’s got the better strength and durability feats but if we don’t throw out the speed feat (which happens in a game where all the Sons of Sparda are explicitly powering-up to fight each other) he might have a significant speed edge.

It's probable.
Fortuna in DMC4, where Nero grew up, felt like it was loosely based on Italy and DMC5 takes place in Redgrave which is definitely based on London.
If not specifically Italian, it's likely he's from the equivalent of that in the DMC world given the cultural aesthetic of his hometown which would be covered by European.
DMC5 also confirms the Dante and Vergil are effectively from one of the places just outside of London.
I guess Johnny Yong Bosch just couldn't pull off a believable non-American accent.
Alternatively, everyone is supposed to be speaking their native or primary language, and it's just translated into English.
