Default Best DC Developed Characters and worst?

Characters changed and characters not changed (so much) over the years, characters that went from worst to best or from best to worst.
Example: character has a glorious/ horrible time in selling matters, writting and/or maybe a good/bad moment in general in his/her life. Best and worst characters and why, can you answer?

To do spoiler tags, use [ spoil ] at the start of the sentence and [ /spoil ] at the end, without the spaces. You're welcome!

    Jason Todd.

Pre-Crisis, he was a blonde Dick Grayson knock-off. Post-Crisis he became the street kid with the moxy to steal Batman's hubcaps.

And again, pre-Flashpoint, after Under the Red Hood, Jason was basically a villain. New52 onward, he's been an anti-hero/hero. And since, particularly under Lobdell, Jason has flourished as a character. Just don't let Morrison back on him anytime soon. Or at all.

Ronny Raymond and Martin Stein. Two opposite but conflicted characters, one from a failing family and another in a failing marriage, they have some of the most interesting villains in all of DC. Now haven't seen those 2 characters in a decade.

Rainbow Raider, unique villain with a humorous but sad backstory. Haven't seen him in a decade either.

Bane. Self-explanatory. He should have been a mix between Deathstroke/Kingpin/Lex Luthor but they constantly make him some clown.

Doomsday. Shouldn't he be sentient by now? I know in one alternate future he fought alongside Superman but what have they really done with him?

Damian Wayne comes to mind when it comes to well developed. Dick Grayson, Superman and Tim Drake till he turned into a knock off bruce. Also Ra's is extremely well developed.
