Richy is significantly faster, and can certainly get some hits in first. But Kyle is significantly more powerful than Nova one he gets going and has numerous ways to win. So the question becomes if the blitz can take Kyle out through the auto shields.

Exactly what Cap said. Rich MIGHT get through the autoshields, at least enough to keep Kyle so on the ropes that he can't coherently act until he's dead. If Kyle DOES get to coherently act, it's his fight to lose. Rich absolutely can hurt class 100s, Kyle can absolutely get through Richie's defenses. Call it something in the 50/50 zone, I guess.

Consistent enough that we generally count them as standard here on Rumbles.

There's an asterisk on that though. He's had them as a consistent thing ever since the Corps came back. His ring lacked the feature prior to that when Oa was gone and he had no AI.

But given that Kyle was learning as he went, we wouldn't assume s less experienced version than the most recent unless specified. Much like if someone out Goku in a rumbles we wouldn't assume it was from the Saiyan Saga.
