If not for Emma making her captain, she didnt really bring anything to the table that Kurt or Storm dont already. I guess she could have Jeans seat.
Rogue should have been made liaison with the sapiens heroes considering her tenure as an Avenger.

Oh wow, you made me think with this one. They asked Emma to bring in Shaw, and she said she would only bring Shaw in if they gave her another seat. But they intended 3 seats for that section, haha, you might be right if that is the businesspeople side of the council they may have meant the 3rd seat for Warren, and but Emma negotiated to get the pick so she put Kitty in instead. So far there have always been better candidates available for leadership than Kitty. No offense to her fans but there still are other better options available.
