    Default Characters to which Race and Ethnicity are an intrinsic part of their concept.

    Black Panther

    The All new X-men.

    New Miss Marvel

    The Thing (Always implied to be Jewish even before they made it official).

    Then you have characters like Batman, who could theoretically be any race/ethnicity, but has a lot of stuff in his backstory that slants in a particular way (probably aren’t very many “old money” east coast elites that aren’t white).

    Speaking of New X-Men, I think Marvel's Dust in particular is pretty tied to her Muslim background.

    Steve is actually debatable all things considered. African Americans were still being used in combat in segregated units. If the formula had been destroyed earlier I doubt the USA would turn down a Super Soldier.

    I think Red, White, and Black: Truth was the way to deal with this. Show that the government actively experimented on black soldiers to refine the serum. Not only is it likely (Tuskegee experiments), but there was also a common idea amongst black people in WWI and WWII that by enlisting and fighting that they would gain acceptance. That's a good story, but there is no way in 1941 they were going to let a black man be THE Captain America.

    On the other hand, Steve Rogers needs to look like the ubermensch ideal but internally is anathema to everything it represents.

    Thor and all the Norse gods. They are based off of Nordic mythology and the Nords were almost exclusively white. Just like the Egyptian gods should be portrayed as middle eastern looking. Comic wise I don't think this has ever come up but in the movies it obviously did with Idris Elba as Heimdall.

    From the myths, Heimdall was even said to have been the whitest one (as in glowing white) of the Aesir.
