I think most of the time when Wanda gets paired up with a hero that isn't Vision, it's pretty bad.
There are plenty that in-universe were bad, unhealthy pairings, that as elements of a story were good and worthwhile. Psylocke and Fantomex, for example.
Dr. Doom and Scarlet Witch. Nobody gained anything from that.
I have mixed feelings on Scemma (Cylcops and Emma Frost). I ultimately liked the pair (though mostly because of Emma), but I didn't really like the circumstances in which they got together.
As mentioned above, Juggernaut/She-Hulk was just gross.
I miss Wanda and Vision.
I thought Baron Zemo and Heike Zemo was a pretty bad couple, given she was also his dad. That was all sorts of messed up.

Don't forget that wasn't she-hulk! It was her copy from a universe where there are no powers so they pay to come to the marvel universe with powers to be heroes for a day but fail to read the marvel handbook about the main version and leads to heroes acting out of character! Johnny and Lyja has to be the worst involving superheroes because it involves sexual assault, and it's 2019 and there's still writers making jokes about it, because rape is so funny.
Regarding non-superheroes, Crossbones and Sin has to be the worst- she was essentially a child from an abusive home, and Crossbones didn't care.
