I'm thinking Jared Nomak appears just as strong as William but Nomak is the better fighter.

It seems like we've never seen William fight at his peak. Following Underworld lore, where age equals power, William should be the most powerful Lycan (with Uber-Lycan being the exception). Despite being imprisoned and malnourished for centuries, William nearly overpowered Michael Corvin. Similarly to Nomak, William shrugged off automatic gunfire and demonstrated a rapid healing factor.
Nomak, however, is faster. With similar levels of durability and damage soak, it's going to be a bloody fight. I think William is stronger, but not by much.
I'd say flip a coin. Regardless, both monsters are highly infectious, so I hazard the thought of a Lycan/Reaper hybrid.
