Well, that’s easy. Before Curt got in the compound to collect blood, he’d have sedated the Indoraptor. So even if the Indoraptor wakes up, when Curt turns into Lizard, the raptor would still be extremely groggy and get eaten alive by Lizard.

Yeah, I am also not sure if it has been retconed the way Namor's mimicking ability was removed. He certainly didn't use it in his fight with stergon the dinosaur man. Perhaps he suffers from reptile dysfunction occasionally.
