She awoke in the original cartoon in its own movie and once towards the end of Cass' Batgirl series (gaining powers, ugh)

The only time in canon it ever happened before was in Cassandra Cain's run as Batgirl when Nora was revived as Lazara. To be fair I think Tomasi is doing a better job. There's also the Arkham Knight DLC.

If we count other media then Nora has also awoken in the CW's Arrowverse sometime prior to the Elseworld's cross-over.
