Ran across an old DC team, where cheesy time travel villain The Lord of Time gathered a pirate (The Black Pirate), a Viking (The Viking Prince), an Old West gunslinger (Jonah Hex), a WWI fighter pilot (Enemy Ace), and a patriotic female hero from the Revolutionary War (Miss Liberty).

I started working off that premise and wound up with…:

ZARRKO THE TOMORROW MAN (The Lord of Time)
Zarrko’s def. a cheesy time travel villain.
He uses his 23rd century tech to traverse both time and space and gather the individuals he needs.

ABSLOM DAAK
A 26th century space pirate w. a list of crimes a mile long, after a devastating personal loss, Abslom went on to become a legendary foe of the Daleks, second only to The Doctor. Zarrko grabs him before all that though, so Abslom‘s in full bad guy mode, not having gotten any type of redemption arc.

BODOLF THE BLACK (The Viking Prince)
The 8th century Viking Warlord was fierce even as regular human. Once he got the ability to Hulk out, he became a threat to the Norse Gods themselves, even beating Thor in combat. Zarrko grabs Bodolf after that victory, offering him a chance of even bigger battles and Bodolf eagerly accepts.

BULLSEYE (Jonah Hex)
By the middle of the 21st century Old Man Bullseye operates as a Marshall of the Red Skull in a world where the villains finally won. He’s got some wear and tear in him, w. an eye and one hand replaced w. cybernetics and is as psychotic as he ever was. Zarrko doesn’t have any trouble getting him to abandon his world for the chance to kill many interesting ppl across the time stream.

THE PHANTOM EAGLE (Enemy Ace)
Historically, Phantom Eagle has always been an honorable man, a skilled American WWI fighter pilot of German descent. There’s a modern day version from Counter Earth though; a spiteful, petty, superpowered villain. Zarrko rescues Phantom Eagle just as he was about to be stripped of his power, putting Phantom Eagle in his debt. Zarrko makes sure to tell the man about the failsafe that will send him back to the moment he was taken, if he decides to try and usurp the Tomorrow Man.

LIBERTY GIRL (Miss Liberty)
A lovely, socially conscious young woman, Liberty Girl was a street level hero who fought crime as part of a team called The First Line in the late 1950s/early 1960s, and died on a mission when a murderous alien creature ripped her guts out. Zarrko waits till AFTER her mortal injuries to take her, then uses his advanced science to basically bring her back to life (and tweak her DNA, taking her well past street level in terms of power). The mental/emotional trauma will make it that much easier to mold her into what he needs. Zarrko also shows the young woman that she died in obscurity, as the day after her murder, President John F. Kennedy was assassinated, and the nation never gave her passing a second thought.
