While the original Doc Manhattan obviously wouldn't be powerful enough to beat Bob, what about the one that got inserted into the DC Universe, as of Doomsday Clock?

Has the last issue of that come out yet? Because Doc was REALLY powerful in an earlier issue. I would probably favor him.
Do you mean when every notorious/available hero that could fit a comic except the Trinity threw themselves at him and lost? It's finally wrapping next month, the preview shows Superman face to face against him. Maybe this could use a little waiting.
Also because Sentry showed up again now as a full villain leading the Cancerverse in a new Annihilation story featuring Annihilus, Nova, Silver Surfer, Beta Ray Bill and the Fantastic Four. Or an incarnation of him at least, since he talks like the Void and wears the original yellow costume. If this is supposed to be the story Sentry was going to appear next (according to the writer of the Black Panther comic that cemented his merged Void transformation in continuity) and not something unrelated, there could be a lot more to it.
The merged sentry has also become a reality manipulator of a high order so it's tough to say who will prevail.
I think he means based on previous feats.
If you mean his Annihilation Scourge appearance implying that he un-merged, there are no exact details, at all, yet.
We don't even know if that's merely the Cancerverse version of Sentry which would be the easiest thing to write while leaving the more complicated, black haired Sentry still at large, better off left alone like a common Bruce Banner.
But that storyline is going to play out within a series of one-shots next month only, so I assume we'll find out then.
