In hand to hand I'd probably give it to Bucky. John is more skilled, at least in terms of technical form and knowing how to maneuver and counter, but Bucky is stronger, tougher, and quicker, and pretty skilled himself.
With weapons, its a no-brainer. Bucky is good, and has some good weapons as well, but John is pretty much superhuman when it comes to weapon skill, guns especially, but swords as well.
