I am not too surprised Babs is not on this list. I feel like she is more known for her work as Oracle than anything she has done as Batgirl. If this was a list of the most intelligent heroes in the DC Universe Babs would be there.

I don't see how Batman could possibly make such a list, even at #1.

When you're capable of taking down the entire Justice League (and Darkseid, for eff's sake!), you've graduated beyond "street-level".

That's kinda like putting Flint or Austin Powers on the best super-spies of all time list.

And I guess Batman still passes for 'street level' on Tuesdays...

Good to see Question and Green Arrow on there.
Too bad Bronze Tiger and Lady Shiva didn't make the cut, though.

Ugh. Harley Quinn? Really? And having her in over Babs? That's just insulting.

They didn't really try very hard with this list. Just looked at a bunch of Batman comics and pulled out characters from that group (even Green Arrow is Batman with a bow). To me a street level hero wears street clothes--doesn't go swinging over rooftops in Hallowe'en costumes. I would have picked gumshoes like Nathaniel Dusk, Johnny Peril, King Faraday, Lady Danger, Tom Tresser, Christopher Chance, Jason Bard, Kate Spencer, Slam Bradley, Larry Lance.
