Default Other films for the 'DC Black' line?

There are rumors now that Joker will be followed not just by a sequel, but potentially a whole line of 'DC Black' films.

So what characters/stories do you think merit the 'Joker' treatment? As in a standalone one-shot character piece - possibly (but not necessarily) with a lower budget and an R rating?

Here are a few ideas I have...

    Mr. Freeze

A neo-noir set in a a Blade Runner-esq future. Victor Fries, nicknamed 'Mr. Freeze' by his colleagues for his experiments with cryogenics is desperate to save one of his patients, a woman named Nora (with whom he fantasizes a real relationship). But his corrupt GothCorp boss pulls the plug on the project, literally killing Nora and seemingly killing Victor. Fries, who can now survive only in sub-zero then becomes a serial killer going by 'Mr. Freeze', targeting GothCorp scientists and authorities and basically lashing out against Gotham, not only for Nora's death, but all the hardships he faced earlier in life (this version of Fries started out as a petty criminal before getting a beat-down from Batman, and then turning his life around after prison).

    Robin

A film revolving around Jason Todd, and his journey from a juvenille delinquent who steals the tires from the Batmobile to becoming a murderous version of Robin - ultimately culminating in his death. Batman will appear in this movie, but will be no more than a supporting character. Joker will also play a part, naturally.

    Green Arrow

Based largely on the Year One story-arc. Its basically the story of Oliver Queen on the island, developing his archery skills and fighting against his corrupt business partner Hackett and drug kingpin China White. The entire story is Oliver on the island, with a few flashbacks to his decadent life as part of Seattle's elite.

    Power Girl

A period piece set in 1938 up till the early 1940's. It follows a version of Kara Zor-El who arrives on earth as a disoriented young woman who barely has any memories and nightmarish flashbacks to a world being destroyed. But she does have some powers, including enhanced strength and speed, superhuman senses, a degree of invulnerability and the ability to leap tall buildings in a single bound. The story follows Kara (or 'Karen') who starts to build a life for herself on earth and uses her powers to start helping people as a vigilante, and eventually getting involved in WW2. Think Golden Age Superman but with Kara instead.

Some of those sound mildly interesting but they don't sound like films anywhere near the vein of Joker.

A sinestro or Lex Luthor film feels natural.

Reverse Flash became a Toxic Fan so maybe explore that.

In my mind, you can't just churn out villain movies and expect them to work like the Joker; instead they have to be interesting films in their own right and comic book movies as a secondary benefit.
