-Darkseid (in his unadulterated Kirby incarnation, not more modern takes on him)
-The Ventriloquist (my favorite of the Batman Rogues Gallery)
-Wotan (a standout of the early more Lovecraftian Golden Age Doctor Fate stories)
-Tala (mysterious adversary of the Bronze Age Phantom Stranger stories, is she witch? sorceress? demoness?)
-Blackbriar Thorn (druid, tree creature, elemental villain)
-The Gentleman Ghost (highwayman, supernatural entity or gimmick? he rocks a monocle, cape , top hat and cane like no one else)
-The Shadow Thief (great concept and visual, not always executed well)
-Ras al Ghul (particularly the early O'Neil/Adams version and the Batman: TAS portrayal)
-Vandal Savage ( I love the concept of an eternal pre-historic adversary)

1. Lex Luthor. Dude is Rick Sanchez meets Doctor Doom meets Scrooge McDuck. Deserves his own 12- issue maxi-series next year (2020) for his 80th anniversary.
2. Brainiac. If we could only get a singular coherent version of the machine. One of the few villains who can easily match Superman without being a Kryptonian.
3. Cheetah. Priscilla Rich, not Barbara Minerva, as the dominant persona. Again, she needs an overhaul AWAY from the furry bestial mode.
4. Darkseid. No un-amped superhero (short of the Spectre) should have a chance against Darkseid. Not Superman, not Orion. OK, maybe Highfather can, but only if he is DC's answer to Marvel's classic Odin. Also, See: Thanos.
5. Reaper. The obscure villain from BATMAN: YEAR TWO and FULL CIRCLE. Such a cool visual.
