He based it off the "biotechnological reboot" thing that Tony did to himself to recover from his would-have-otherwise-been-fatal injuries at the end of Civil War II and then to Rhodey to bring him back from outright being killed at the beginning of Civil War II in the finale of Brian Bendis's Invincible Iron Man. Of course, as of more recent issues of Tony Stark: Iron Man, this has caused some serious doubts (in Tony himself and others around him) as to whether or not Tony is the "same" person he was before that, or if he even counts as a person at all anymore. Currently, Tony seems to believe he's a clone of himself, in much the same way Peter Parker once thought during the 90s Clone Saga, and speaking of resurrection via cloning, there's always getting the Jackal and/or Ben Reilly involved vis-à-vis The Clone Conspiracy.

I think things need to be a bit more smooth before trying to build more bridges. The murder of Xavier and the measures taken in response need to be properly addressed and Krakoa needs to be on a safer place before inviting more humans into the island. 33 mutants died in X-Force and you can never be too safe when it comes to human-mutant relations.
Even setting aside the humans, surely Krakoa could reach out to other splinter-breeds. The Eternals are (temporarily) dead and the Inhumans are in hiding (though Utollan and Sky-Island might be more amenable than Ennilux); that still leaves Deviants, Lemurians, Bestials and Atlanteans to reach out to.
And speaking of Iron Man, shouldn’t they approach the emergent AI revolution and try and head-off Orchis (or worse, Mother Mould’s escaped programming) suborning they first
Considering Mother Mold had no more love for humans than she did mutants, judging them both to be "wanting," I could see going after the AI, especially in light of future humanity as depicted in Powers of X integrating or enhancing their bodies with technology (and experiments in real life aiming toward that as well), as a key objective for the X-Men. Hmm, speaking of AI, what about Danger?

She cant be in Krakoa thats for sure, right know they are doing regular EMPs in the island. That would kill her.
About the AI issue in the Slott Iron Man most robots only want to have rights and be considered people, in the current MU they are not even considered alive, just things. Eliminate them would be like humans eliminating all mutants because they fear what would become

Atlantis is a bummer because Namor is such a schizo and unreliable ally, but the New Men of Wundagore (assuming their are even any left alive), the sorcerous community of New Salem (perhaps interacted with through magically-ept mutants like Ilyanna, Pixie or Wiz Kid, or magical 'allies' like Amanda Sefton/Jimaine Szardos), the Sub-Terrans and the Deviants (generally as mishappen as Morlocks and as 'feared and hated' as any mutant) would make interesting allies.
Ditto some of the tribes of the Savage Land (particularly the one dominated by Magneto's 'savage land mutates').

Or if the Cuckoos created a telepathic 'AI' composed of gestalt consciousness, and infected humanity with it. They have their normal conscious existences, but deep within them, a telepathic 'program' is running, using the latent psi potential of millions of humans exposed to the meme to 'run itself' in the background, subtly tweaking them away from mutant-phobic beliefs or actions... As infected humans interact with uninfected humans, the memetic telepathic virus spreads, and within a few days, is all over the planet...
The problem with Civil War II was trying to argue "both sides have good points" like in the original Civil War when the "wrong side" had a much less defensible position (let's lock people up for s*** they haven't done yet) compared to the original (let's hold superpowered people who wanna be or play heroes accountable to be trained and disciplined and lessen the chance of another superpowered catastrophe). Secret Empire's problem was turning Captain America into a double agent for HYDRA who may or may not have orchestrated Bruce Banner's death in Civil War II and having him lead a fascist takeover of the United States that was actually welcomed by a lot of the citizenry and public that had gotten sick of the superheroes' infighting and ineffectiveness at actually protecting them. While both arguably raised good points about the moral failings of the superhero community in the Marvel Universe, they came at the cost of yet more superhero infighting that caused mass death and devastation for innocent bystanders and ultimately accomplished nothing but making the heroes feel bad for a while, though changing little in the long run. In a nutshell, both event storylines, in rather quick succession relating to each other, went in on the premise that the superheroes people in-universe and in real life looked to were actually seriously horrible excuses for people, let alone heroes, and as it turned out, a lot of (possibly former) readers and fans weren't there for that.
Yes, HYDRA-Cap was a villain, but until the final issue and its epilogue, it was assumed he was Captain America himself, turned against his former comrades and ideals by the magic of the Cosmic Cube, and leading his own "Avengers" task force composed of villains, brainwashed/possessed former heroes, and Thor, who was pretty much blackmailed with Jane Foster's life to get him there.
