He's the type of character who would have prioritised this, who would have been as close to ground zero as possible.
Something is off, Scott should be a lot more critical and pro-active

From a practical standpoint, Scott should be a part of X-Force. But seeing how he's just about to meet the Quiet Council in the aftermath of the terror attack, we don't know what his mission statement will be and how/why it will differ from the reason Krakoa's X-Force is formed. So yeah, I'm with those who suggest waiting a bit.

On a tangential note though, it's astounding that the X-Office's hard-on for Quire has survived even into Dawn of X, sneaking him into a title yet again (X-Force no less). There's no rationality behind that.

Scott handles missions as the leader of the Krokoan army, which is the X-men. He is an official with an official role. His missions are out in the open so to speak and he works on behalf of the state/nation. X-force handles operations that they can deny because X-force does not report to the quiet council (however Jean Grey is involved with both). X-force carries out the dirty work that is not public and exists in a morally gray area.

Apparently many fans who don't frequent this forum actually like Quire. Same with Fantomex. Go figure.

But yeah making Quire an "Omega" was pretty much a guarantee that list won't stand the test of time (among other flaws of it)
Forget the old ways - Krakoa is god.

His codename is "Kid Omega" and he is a Phoenix host, come on. You may not like Quentin, I don't like him, but it is undeniable that he is an omega mutant.

Yeah, Cyclops would be the leader of the army, X-Force is the CIA. They do not have to act on the same.

Right. The name isn’t a coincidence. Quentin was always Omega level and always an avatar of the Phoenix. That’s been true for almost two decades, so this won’t be the thing that stops the list from sticking.
