If they are going to do that, then they could do this too.

Beyond the point brought up below about ease of reuse, the Justice Lords were the antagonists of a very popular and memorable episode of the Justice League TV show, so it’s not shocking they’d do a figure of that Superman.
It’s also just a very good and striking design as far as evil Supermen go.
You reuse whatever body molds and parts that you have.
To cut costs.
Eventually I would suspect those guys will show up as other figures get made that need a new part here and there.
I mean we still have yet to see old school Static in this line yet. Parts for him should exist by now outside of his hat and coat.
BVS Batman
Crisis on Infinite Earths wave with Earth-2 Superman, Wally West Kid Flash, the Spectre, Psycho-Pirate and the Monitor Build-a-Figure.
Not bad, but should have included a female. The faces on Wally and Golden Age Kal seem off to me. Spectre is solid. If I see that in a store, it will be hard to resist (despite own the DCD and DCUC versions of Jim Corrigan).
Kind of odd they did Monitor as a build a figure when they did Anti-Monitor as a deluxe stand alone. You'd think it would be the other way around.
