He's already 'ruled a world' in Auto Erotic Assimaltion… so being all powerful isnt' anything new to him.

pretty sure if that were an actual plot point and not just a throwaway gag from the... end or beginning of the season episode(honestly can't remember but they always end those episodes with fourth wall breaking stuff) he'd have the tech to easily get as much as he wants
