They can not send Selene anywhere because they need her in krakoa. Another one of the weakness of Krakoa is that some mutants ( The Five , sage , etc) are needed 24/7 to keep the harmony in the island.

Scott and Emma were obviously screwing each other brains out right before the council meeting. Hence Jean passive agressiveness and Emma remarking she dont have a hair out of place.
