The biggest example of this is the Quiet Council, and the unofficial power rankings. For example, Xavier is higher on the totem pole than Emma Frost and Apocalypse. It's not like mutants have had their own ongoing struggles between their groups politically. Ethno states don't just stop having their own struggles when it comes to these things because they happen to have something in common as a group.
