To be honest it wouldn't be hard to make Steve interesting again. The question next is how much can you take from movie Steve and comic Steve. Going back to the comics in Marston's era interesting guy. Religion and hobbies would be one. What should both be into/

A Steve blessed by Athena, carrying the Aegis (her shield) and a spear. To make him a hero who fight alongside Diana, not as powerfull as other superhero but powerfull enough to be asknowledge by them.

I know this is over the top, but he's so good because he's the mythical Prince Charming that's perfect for Diana because he was enchanted to be by the Queen of Fables who kidnapped him from the 9th circle of hell. Originally he was the Prince of Demons before she changed his form and sent him out to crash on Themyscira. Their whole relationship was constructed to be The Queen of Fables twisted take on Beauty and the Beast.

That's just my corny idea, but the point is Steve is more than what we've seen so far. He has his own story to tell and he's "perfect" because he's seeking redemption for past crimes and evil deeds.
