COBRA Vs. Umbrella

Umbrella Corp. is assumed to have all resources and abilities from the video game series and the movie series.
COBRA is assumed to have the resources from the Larry Hama Marvel series and the 2 recent movies (which isn't a lot, but those subs were cool).

Specifics:

• Neither side is initially aware of base locations of the other side; however...
• each side is assumed to have a global real-time satellite network. Any deployment of sizeable strength is assumed to be noticed.
• COBRA does have the Cobra Island assets (Serpentor, Golobulus, etc)
• Biohazards are conditioned to attack anything with the COBRA logo on sight, but otherwise can't be directly controlled except for the 'named' Bios (Tyrant, Nemesis)
• There will be no interference from any outside entities (G.I. Joe or STARS), and any civilian casualties or collateral damage is acceptable.

A cursory scan of the Resident Evil wiki indicates that they do indeed have a paramilitary wing.

"They used a variety of vehicles, including HUMVEEs. Complementing this security force was an air wing, which maintained a fleet of AV-8B Harrier jump jets, UH-60 Blackhawks, C-130 Hercules water-landing capable cargo planes, CH-53 Sea Stallion cargo helicopters for transporting prisoners and Hughes MH-6 'Little Bird' attack helicopters."

However, this equipment is far outclassed by pretty much everything Cobra has at its disposal. I'm also pretty sure that while Umbrella was busy getting crushed militarily, Destro would organize a hostile corporate takeover.

It would certainly be much worse for GI Joe in the long run. The idea of Destro in charge of a company that makes things people outside a war zone would actually want (food, medicine, etc) is pretty scary. Putting advanced bioweapons in the hands of guys like Dr. Mindbender is the icing on the murder cake.

So the best fixed wing they've got are harriers? That's too bad for them considering what Cobra can field.

Yep. Umbrella is horribly out-gunned here. Pretty much the only thing that could compete with Cobra's air superiority was the Joes, who had equipment that makes the F-22 look like a pile of scrap. And even UC's big guns (Nemesis, Titan, etc) are pretty useless when their opponents can just call in an airstrike.
