Well, Joaquin Phoenix Joker probably loses the first and last rounds, since he's just... a guy with relatively realistic mental issues who happens to be fast enough to catch people who aren't expecting him to try and kill them off guard and has no actual resources of note other than some random gun and any sharp object that happens to be around.
In round 1, Heath Ledger Joker or Jack Nicholson Joker are the biggest threat, since in H2H the former is fast enough to shove a goon's head onto a pencil before they can react and the latter was a presumably trained mob hitman before he clowned out. Ditto for round 2, since Ledgker had a lot of knives and guns while Jocholson had at least one anti-aircraft gun on his person and a lethal joy buzzer. In Round 3, I generally think that Ledger had the best feats for planning assassinations and terrorist strikes, while Nicholson had the best feats for planning secret mass poisonings, and Caesar Romero had access to some weird super science, IIRC.
I honestly think Ledger wins all three, and probably without a whole lot of difficulty.
1. In the Dark Knight he was able to, even if off screen, overpower a veteran cop. He also shoved a guy's head into a pencil and gave Batman a little bit of a fight, even if he did have a lead pipe to help out.
2. If we assume that Ledger's standard equipment is just knives, then Nicholson might take this one. However, that is getting awfully technical with the term "standard equipment" seeing as how we also saw Ledger with a machine pistol, a sub machinegun, and even an RPG.
3. Ledger was way better with planning and prep time, despite his claim of not being a planner. He had bombs set up all over the city, including onboard the ferries being used to evacuate people, somehow.
I’d give it to Ledgers Joker, he has men, resources, weapons.
