Just going to point out that a decade is merely a collection of 10 consecutive years. The starting point (and thus ending point as well) are kind of arbitrary, since

Technically, there was no Year 0, as it goes from 1 B.C. straight to 1 A.D.

But also, the A.D./B.C. chronology is inaccurate anyway (Christ was far more likely born in 4 B.C. and not 1 A.D.)

The common Decade (0-9) is like birthday celebrations where a 0th year exists.

Bottom line: both ways are valid. Most layfolk will use the Common Decade since visually read it suggests more change.
