I wouldn't call that 100% confirmed, just what the Librarian thinks. The rules for time manipulation in the Marvel universe have always been that any kind of change like Moira's just creates an alternate universe. If he's right, than Moira is a murderer on a scale that would make Thanos blush and should be stopped.
