Josh Brolin had a good decade, the Walt Disney corporation and Kevin Feige had a good decade. Thanos is incidental to that.
But whatever. Since we aren't going to have any set parameters, not even the implicit ones or accept any qualifications,...Overall, the best villains of this decade are:
-- Flintheart Glomgold, from Ducktales 2017.
-- Bill Cipher, from Gravity Falls.
-- Jordan Belfort from The Wolf of Wall Street.
-- Walter White, from Breaking Bad.
-- The Joker, for Joaquin Phoenix, and Mark Hamill's turn in the Arkham Games, Injustice Comics and stuff like White Knight, this decade like the 2000s has been good for the Clown.
-- Ananke, The Wicked + The Divine.
-- Gaunter O'Dimm, The Witcher III: Hearts of Stone.
-- Amy from Gone Girl.
-- Kylo Ren from Star Wars Sequel Trilogy.
-- Cersei Lannister from Game of Thrones.
Perlmutter, Scott Buck, and FOX are a tier below Hydra Gang, but still up there.

Cosigned, mostly because he was the perfect villain to force the superheroes and the public to question their unstinting, automatic trust of and deference to Captain America, as well as force the superheroes as a whole to face up to how their increasingly morally dubious behavior had so alienated those they were supposed to protect and serve that HYDRA, even with Captain America's face as a front, looked like a better deal, and force the public in real life to question their own deference to authority and how their own perception of reality and history was being shaped (if not manipulated) by forces outside themselves.

4. Mephisto (i put him beneath Kraven because i feel that what he's planning is sort of ramping up)
5. The Inheritors (that's the name of Morlun's group, right?)
i would have included Doom. he started out strong. but the wussed out real quick after Reed bailed him out. he was a lame "hero" for a lot of this year. and he lost to the Hood before being pants'd on tv.
