Okay, this was more a matter of these…OUTSIDERS…showing up, claiming Washington as theirs (even erecting a Castle on Puget Sound), and the Govt. making lemonade out of lemons by talking them into joining the Initiative program, since they were gonna be there anyway.

WONDER WOMAN (Just Imagine)
Carries herself like a true Warrior Queen.

BATMAN (Tangent)
Wonder Woman’s loyal Dark Knight.

GREEN LANTERN (Tangent)
Necromancer, Mage, and Wonder Woman’s confidant.

SHAZAM (Just Imagine)
Wonder Woman’s magically empowered powerhouse.

SPEED DEMON (Amalgam)
Acts as Wonder Woman’s advance scout.

NIGHT CREEPER (Amalgam)
Wonder Woman’s jester, acrobat, and teleporter.

Having grown tired of living in the shade of gray that come with being an ex-assassin, Onyx Adams has decided it's time to strike out on her own, away from Gotham City, and find a place where she can protect the innocent her own way.

PRESTER JON
Having travelled back in time to change the future, Prester Jon finds himself settling in his native Atlanta, living a regular life after his time with Team Titans. But when Bumblebee asks him to join as a de facto sherpa of the area, the purely digital being can't say no.

MAN-BAT
The bestial Gothamite has been both hero and villain, both in complete control and lost to pure animal impulse. The current incarnation, seemingly feral but subconsciously guided by Kirk Langstrom's scruples, remains something of a secret weapon for the team, living with other bats in the extensive caves in the state's NW region and coming only when summoned.

BLOODWYND
Given the history of the Blood Gem, it makes sense that the ghosts and hauntings of the state would be of particular interest to Bloodwynd. While he normally chooses not to engage with the typical hero types if he can help it, he sees a benefit to working with others on this occasion.

I wanted a trio of characters to fit the golden trio archetype seen in action adventure films and anime ie Luke/Han/Leia, Naruto/Sasuke/Sakura etc.

I finally came up with another one, here's Pennsylvania covered... Pittsburgh is known as "steeltown" right? (it's also home to one off my favourite bands, Microwaves, if anyone here is also into weirdo music)... so with that in mind, Natasha Irons decides to move away from Metropolis and set up a new branch of, wait for it... Steelworks. in Pittsburgh. because "steel town"... anyway, timing dovetails nicely with this Initiative program, allowing her to recruit and establish leadership of a team based out of the mighty 'burgh.

Nat wants some "tough heroes for a tough town", which prompts her to recruit some of her teammates from Superman's Authority, seeking suitable replacements for anyone who's unavailable. I don't have a good idea for a team name so we'll just have Nat brand them with the company name - Steelworks - until someone comes up with a better idea. maybe they end up running a local contest of some kind to allow the citizens to choose their own name for the team, as a PR/goodwill gesture from the company

Sebastien Faust (another lesser-known, morally ambiguous magic user who mostly helps the good guys; Nat goes to him because June Moon has already been recruited elsewhere - twice! lol)
Coldcast (Black may have said no, but his former Elite teammate was more than happy to accept the invitation. this works for Nat, rounding out a pretty capable team with an energy manipulator to boot)
