Over in the Marvel Initiative thread Alan2099 pointed out that Tennessee is known as the Volunteer State, so I’ve got a group of heroes from the surrounding area stepping up to be their team…:

    JINNY HEX
The Texas wildcat missed out on being part of her home State’s Initiative, but the Govt. does right by her, making her leader of the Tennessee team.

    FROSTBITE
Frostbite is from Arkansas, and even without his cryokinesis, he’s a big badass brawler from way back.

    DAMAGE
Godson of the original Atom, this explosive hero’s a Georgia boy.

    REDWING
Redwing is a real high flyer, a pretty frightening bird of prey in human form and actually comes from Tennessee. Does she feel she should have been made leader?

    TRAJECTORY
Trajectory grew up in Alabama, where she was close friends w. Impulse. She now has superspeed as well.

    HILLBILLY MARVEL
One of the lesser known members of the Marvel family comes from Kentucky. He’s a good natured country boy.

    ORION
The big guy is spending time on Earth (as New Gods tend to do) when he’s asked if he’d like to take command of an Initiative team. He says sure, as long as he can be stationed in Pittsburgh, as the city reminds him of Apokolips. The Govt. agrees, as it’ll let them keep an eye on this powerful loose cannon.

    NEMESIS
Genetically engineered to be more than human, Nemesis specializes in assassination but is just as effective on an open battlefield. She reminds Orion of certain Female Furies he was most fond of, and do he’s made her his second in command.

    NORTHWIND
The King of the Feitherans is someone Orion instantly respects; A fierce fighter and dedicated ruler, part of the deal he strikes w. the Govt. has allowed him to relocate his ppl to caverns in the Laurel Highlands outside Pittsburgh.

    ICICLE II
A husband and father, the young elemental has a clear vision of what he’s fighting for now that they’ve relocated to Pittsburgh. He uses his powers well, and under Orion's tutelage, he'll get much better.

    HOT PURSUIT
The speedster is actually quite eager to distance himself from the epicenter of his ppl on Earth, the twin cities of Central and Keystone. Orion has come to understsnd the advantages speedsters present in battle and so brings Hot Pursuit under his command.

    WILD DOG
This DIY vigilante claims his superpower is guns and firmly believes there’s no problem that can’t be solved by shooting it enough times. Orion LOVES this guy!

Here's something a little bit different than normal. Instead of just having a single line-up, here's a full team and everyone that's been on it.

    The New Challengers
(Or the New Challengers of the Unknown if you prefer)

The idea behind this team is that create a group that fits just as well into X-files style mysteries as it does Indiana Jones style pulp adventures or Godzilla style Godzillaing.

We're also going to set up several mysteries throughout the series. Some of which are resolved some are not.

The first mystery is "What happened to the original Challengers?" They simply disappeared with no trace.
Another recurring mystery is their Headquarters. Nobody seems to know where it came from, why sometimes new rooms appear in it, or why the doors outside lead to very different places. One of the doors leads to Themyscira, which is why the team is all female. (The HQ is actually The House of Mystery. Cain simply plopped it down where he knew people would find it. Why? To create new mysteries.)

    Team Members

June Robbins: The only member of the original Challengers, June's roll was "the girl" of the team. She's basically what would happen if Fox Mulder and Lara Croft had a kid. She serves as the team leader.

Dr. Mid-nite: She's not quite sure who she is or where she comes from. Yeah, the old amnesia plot. Yet another mystery for the team, as any attempts to track down her identity lead to paths saying she's either dead or doesn't exist. This is one of the mysteries that doesn't get solved, but in the end she decided that who she was doesn't mater as much as who she is. (Honestly, I'm mostly using her because I love that costume.)

Super Duper: A mix of science and magic created a being that's a composite Justice League member. However as she was only created for fighting, her actual personality is almost non existent. She will creepily sit there staring blankly at nothing for hours.

Deborah Dancer: Vampire hunter that was bitten and turned into a "living vampire" (one of those all the strengths none of the weaknesses types.) She's not really happy with her life.

Moonbow: A girl with too much time, too much privilege, and too much money. She got into the superhero biz for kicks. While her first few outings went bad, she took time out to train, recover, and improve. June tends to see her as a little sister.

Demolitia: Angry at the world's injustices, and eager to help anyone she sees as victims, Demolitia doesn't tend to see things through or think of the big picture, however she is incredibly tough and easy to point at a target. Out of all the team, she seems the most dedicated to trying to help the others with their problems, particularly Mid-Nite and Super Duper.

This is the line-up for most of the series. However there are other additional members that come and go.

The Scarlet Countess (Elizabeth): Former "companion" to THE Count Dracula, she's since taken over many of his responsibilities and seeks a way to revive him. She absolutely LOVES being a vampire, tends to think of herself as better than the others, and is equally as willing to use her body to manipulate enemies and allies as she is to use her fangs, claws, and swords. Deborah hates her and vise versa. She works with the team because Dracula has made a LOT of enemies that she's inherited and there are a lot worse things out there than Vampires.

Kara: Recently arrived on earth after spending most of her life playing cat an mouse with killer aliens on a dying alien city floating in space. She's undergoing a bit of a culture shock.

Batgirl: Sent by Batman to secretly spy on the team. Decided instead that she really liked them and didn't give Bats anything he could really use.

Witchfire: Successful model and musician, she's tends to come off as a bit of a spoiled princess and ice queen (despite her fire powers.) Gets along well with Elizabeth and Moonbow, although they still try to get her to chill out.

Artemis: Not much of a team player. She sometimes shows up thinking that anyone on Paradise Island needs Amazon approval. She also tends to tag along whenever missions require killing big monsters.

The next few characters don't spend much time with the team, but briefly join for a mission or two.

Element Girl: I want to take away the suicidal depression and play her more as a Ben Grimm character. Sometimes being a monster can get to her, but for the most part she'd made peace with it.

Warlock's Daughter: A magic user of potentially endless power, she's not quite figured out whether she wants to be a good guy or not and spending time with this group sends her some real mixed messages.

Phantom Girl: Old friend of most of the original team. She sometimes pops in just for fun.

Wonder Woman: Not really a team member at all, but a regular supporting cast member and can often be seen gossiping and having tea with June between missions.

Choose ONE State, and create a SIX member team based there, for DC's version of The Initiative

if you choose to participate, please keep an eye on others' contributions for "taken" characters.
since DC has fictional cities, designate those to the existing states and keep it to 50 - 300 active heroes on one continent might be pushing it, even with all the legacy characters and "families" in the mix...
speaking of which, keep it to one representative of the bigger "families" (Super-, Bat-, Amazons, etc) for each team as well

I'm not even going to start this lol... just leaving the idea to see if it gets traction

    ready, set...
LOVE this idea. Would be amazing if we could get to all 50.

To keep a running tab, so far I'm seeing:

Hawaii - Young Justice (Superboy, Robin (Tim), Impulse, Wonder Girl (Cassie), Secret, and Arrowette)
Texas - The Rangers (Nighthawk, Cinnamon, Damage, John Butcher, El Diablo, Aquamarina)
Tennessee - The New Olympians (Black Lightning, Faith, Aquaman, Sprout, Jason Blood, Fever)
California - The Champions (Vartox, Lady Blackhawk, The Wonder Twins, Blue Devil, Micron)
Florida (Vibe, Traci 13, Blue Beetle (Jaime), Mirage, Aztek, Aquagirl)
Rhode Island - The Providents (Plastic Man, Lady Godiva, Ambush Bug, Black Alice, Creeper, Ragman)
Michigan - The MC6 (Gypsy, The Ray, Zatanna, J'onn J'onzz, Vixen, Booster Gold)
Tennessee again - The Volunteers(?) (Jinny Hex, Frostbite, Damage (Grant), Redwing, Trajectory, Hillbilly Marvel)
Pennsylvania (Orion, Nemesis, Northwind, Icicle, Hot Pursuit, Wild Dog)

And now here's mine, based in my state of Oregon. Since the unofficial Portland motto is "Keep Portland Weird," the team will be embracing that and call themselves The Weirdness.

    ANIMAL MAN
With so much nature and wildlife up here, Buddy sees Oregon as a better place to raise and train Maxine and her powers. Plus, he's a perfect example of so many Californians moving up here.

    THE RED BEE
The original Red Bee was the first costumed hero to come from Oregon, from the fictional Superior City. The current Red Bee decides to honor his memory by taking a spot on his home state's team.

    KARMA
How is he back from the dead? Well, when your power is affecting luck, who knows how it'll work out for you? In any case, he embraces Portland's indie counterculture spirit, which is hard to define. Much like whether Karma is an actual heroic character or not.

    TSUNAMI
Portland is surrounded by water, with a river running through its center, the Pacific Ocean an hour away, and fairly persistent rainfall. This makes the state an ideal location for Tsunami and her powers.

    DOCTOR MID-NITE
With Beth Chappel taking the spot in the JSA, Pieter Cross returns home to Oregon and finds himself taking the "brooding vigilante role" of the team, though he's honestly not all that broody. He also becomes the team's de facto leader, with Animal Man so focused on his family.

    GOLDEN GLIDER
Portland is definitely a sports town, with the HQs for Nike, Adidas, and Under Armour located here. It's also the home of a particularly notorious figure skater. Finally picking her heroic instincts over her association with the Rogues, Golden Glider joins the team for a fresh start...and maybe to pick up some corporate endorsements along the way.

NOTE: Haha, was trying to update the image with a better shot of Golden Glider and just made a mess of things. Ah well, enjoy.

Not from the US but IIRC Witchita has some history with witch trials so maybe this state could have strong supernatural activity that the mystically-inclined heroes decided to move to Witchita.

    The Sentinels of Magic

Madame Xanadu decides to bring back 'The Sentinels of Magic' after she gained a premonition that Dr. Sivanna has teamed up Felix Faust to go to the Rock of Eternity by finding finding secret entrance in Witchita to control the Seven Deadly Sins but it will backfire and the sins would corrupt humanity itself. She gathers a team of mystically-inclined hero to stop them. *EDIT* Originally the summary was going to be the Enchantress breaking free of June's control and was going to absorb all of Earth's Magic but Zatanna has already been taken so I changed it by making Enchantress into a member and as well as Mary Marvel joining the team

    Madame Xanadu
    Constantine
    Etrigan the Demon
    Raven
    Mary Marvel
    Enchantress

    ^^^Excellent lineup!
Plus, I’ve always liked Karma. It’s great to see him being used!

    And the pics look good!

This flawed team of tweeners, reformed/not so reformed villains, and b-listers are charged w. protecting the District of Columbia. This is the Washington D.C. Initiative…:

    Triumph
    Knockout
    Agent Liberty
    The All American Kid
    Human Flying Fish
Hawk & Dove (being a unit count as one)

yeah this is great. I'm Canadian but I have friends in Portland and Bend, so I'm a bit familiar with the state culture, and this is spot on to everything I know about your home. Buddy is perfect for this and I love that someone else remembers Tsunami!

another solid idea that fits well within the real-world history of their locale. I've always had a soft spot for DC's supernatural side in general and this is a great rationale for pulling them together

your builds always have a quirkiness to them that really stands out man... having Triumph with this bunch reminds me big time of when Sentry first joined New Avengers... I was also going to ask how he got unfrozen, but then I remembered there have been like, 6 or 7 continuity resets since that story, so at this point it's whatever lol....

All these heroes (Adam Strange, Captain Comet, Starman, The Weird, Faith, Ultra) are humans w. space ties and/or alien origins.

They're New Mexico’s Initiative, based out of Area 51.
