I thought of a team of villians inspired in the sinister six:
- Live wire
-Mirror Master
-Clayface
-Silver Swan
-Bug eye Bandit
-Predator (the old version)

Seven Soldiers of Victory
A magnificent seven inspired story set in elseworlds about a collection of individuals teaming up to take down immortal crime lord Vince Sanders (aka Vandal Savage)
Roy Harper - a Navajo man by birth and a government agent investigating the disappearance of his partner.
Jade Nguyen - a mercenary looking for her sister.
Cody Rodriguez - formerly Conner Hawke who now seeks revenge against Savage for killing his family.
Vida Barragan - aka Kobalt who has a score to settle with Savage's son for the death of her lover the original Kobalt.
Cisco Ramon - a metahuman whose hunting of the mercenary Slade Wilson has lead him to Savage
Kat Armstrong - A gun for hire (twist she's a mole for Savage)
Faith Hernandez - A metahuman who was experimented on by Savage and joins the group for protection.
Artemis Crock - Roy's partner and Jade's half-sister who joins as the official seventh member once Armstrong's treachery is revealed.
Shadows
An espionage team that follows in the footsteps of the Birds of Prey.
Jill Carlyle/Crimson Avenger (precog and leader)
Delilah Tyler/Phantom Lady
Zinda Blake/Lady Blackhawk
Andrea Rojas/Acrata
Artemis Crock/Tigress (based on the YJ animated version)
Katherine Manser/Cinnamon
Nyssa Ratko
Tatsu Yamashiro/Katana
Soseh Mykros/Nemesis
^^^My bad, didn’t think anyone’d ask.
The Silent Sodality...:
Ultra Humanite/Apocalypse-the first DC supervillain for the first mutant.
Talia Al Ghul/Emma Frost-for the hoity toity better than you entitled attitude.
Robert Long/Exodus-one obscure powerhouse for another.
Raven/Jean Grey-mental powers, bird like auras, and hidden dark sides.
Supergirl/Kitty Pryde-all American sweethearts...who can royally eff you up.
Dr. Diehard/Magneto-a way more cutthroat magnetic guy than Dr. Polaris.
Protex/Mr. Sinister-handsome, oddly colored sociopaths w. hidden agendas.
Madame Rouge/Mystique-deadly shapeshifters and both have been part of Brotherhoods.
Nightwing/Nightcrawler-acrobatic ultimate nice guys. Why are they here?
Mento/Prof. Xavier-for the mental powers and funky headgear.
Vandal Savage/Sebastian Shaw-for the Machiavellian backstabbing and renaissance clothing.
Starfire/Storm-big hair, great bods, can be gentle but are fierce warriors.

I like these!
You reminded me though, I really don’t like The Crimson Avenger.
She never got me excited as a character, and her costume was awful!
I do however, miss Conner Hawke.
He really drew the short straw between him, Kyle and Wally as the Post Crisis new guys.

Nobody remembers them, cause they are the unsung heroes who must have died completing their mission.
While the "real" heroes were busy, and took all the fame.
They are the "Rogue Friends"
Their mission: fly to the swampy planet, to steal the plans to Vaders Giant Helmet of Doom base.
Jyn Erso - Rima the Bird Girl (dies hugging...
Cassian Andor - Eduardo Desperado Dorado (dies hugging
Chirrut Îmwe - Toshiro Samurai Wind Dragon Eto (dies fliping a switch with his wind power, and mumbling something about Kaze no Yō ni Hayaku is one with me.
Baze Malbus - Tye Apache Manitou Long Shadow (dies punching a giant mechanical walking toy, which then tramples him and explodes!.
Bodhi Rook - Buster Lightning Vulcan Jones (dies while plugging in an electric cable.
and K-2SO - Cyclotron-Android (dies uploading the plans to the TroubAlert.
And then the Princes takes the credit...
We've analyzed the plans brought to us by Princess Diana.

That feels like something we’d see from the Young Animal imprint.
Michael Avon Oeming on art chores...yes!
Justice League Cosmic:
- Rond Vidar - Green Lantern
- Brane Taylor - Batman
- Kent Shakespeare - Superman
- Laurel Kent - Superwoman
- Dawn Allen - Flash
- J’onn J’onzz - Martian Manhunter (Reservist)
OOOOOOOOOhhhhh the quiet council... got it...
I like it.
I'd consider a few others here and here... maybe....
Maybe deadman or blue devil for nightcrawler...
Maybe Dubbiex from Cadmus instead of Protex.
... I feel like there's a pretty impressive kitty pride out there but I can't quite put my finger on it.
My priority is enjoying and supporting stories of timeless heroism and conflict.
Everything else is irrelevant.
Your post got me thinking on this build some more.
I realized half my picks were Titans or Titans affiliated characters, and then it hit me.
DC doesn’t have a mutant population per say, but, they do have a huge assortment of teen and young adult characters. A Quiet Council geared towards aggressively recruiting these characters, segregating them in a seeming paradise while brain washing/using them for their own purposes actually makes for a better analogue here...:
Trigon/Apocalypse-That powerful greater scope villain that’s almost destroyed the heroes Multiple times. He’s worked from behind the scenes and via minions. He def. shouldn’t be trusted, but apparently is.
Phobia/Emma Frost-Aristocratic, cold and manipulative, w. mental powers she has no problem abusing to achieve her goals.
Lord Chaos/Exodus-That obscure but incredibly powerful character w. a connection to one of the main characters in this endeavor.
Lilith Clay/Jean Grey-Red headed mentalist who’s gone dark side. Better known by her actual name than a code name.
Wonder Girl/Kitty Pryde-Cassie’s a ray of sunshine on any team she’s on. She symbolizes hope much like Kitty. Both have matured and gotten tougher, both have had well documented romantic histories w. teammates.
Magenta/Magneto-A powerful magnetic character Who’s played both hero and villain, also has connections to The Titans via a founding member.
Brother Blood/Mr. Sinister-Charismatic villain who’s bent heroes to his will before, and is no stranger to the workings of a cult.
Madame Rouge/Mystique-Both are deadly shapeshifters and both have been part of Brotherhoods.
Nightwing/Nightcrawler-Aside from the handsome, acrobatic, and Circus connections, NW adds legitimacy here. If -he’s- part of this, then it must be all right. Right? To me he’s really the most important member in that he’s universally trusted.
Mento/Prof. Xavier-For the mental powers and funky headgear.
Mad Mod/Sebastian Shaw-Both are apt to stab you in the back. Both have a distinctive, dated way of dressing. Mad Mod also has experience in coercing young impressionable minds.
Starfire/Storm-Big hair, great bods, can be gentle but are fierce warriors.
DC’s own living island, Kooey Kooey Kooey, will be home to The Silent Sodality and all the teens they’ll be taking under their control. Like Krakoa it’ll start to develop a more sinister aspect as time goes by.
DC’s version of Moira MacTaggert in this scenario will be Donna Troy. She’s had enough different versions of herself over the years to make the analogy work, if she starts remembering all her past lives and using that to her advantage, like bringing Lord Chaos into the main DC reality and making him a member of the Silent Sodality.
