The Minor League (not an official team name, but this isn't an official team by any standards.) The idea here is more of a Seinfeld of Gotham City badguys. They're just a bunch of no-names that know each other and try to get by without attracting too much attention to themselves. This is itself very much a double standard as they'll be pointing out not to attract anybody's attention one issue while another will have them try to SHOW THEM! I'll SHOW THE WORLD!!!!
Pagan: Considers herself more of a vigilante than a criminal. She specializes in men who abuse women, but tries not to mix her superhero life with her personal life. Is probably the most level headed of the group.
Thrill Devil: An "in-it-for-the-thrills" stunt driver type. He specializes in high speed robberies and escapes and goes out of the way to impersonate both Ghost Rider and Daredevila t the same time... er... I mean make himself seem bigger and scarier than he is.
Jungle Man: Tarzan dropped into modern Gotham. He simply doesn't understand why it's wrong to take things from people that have more than you, or that you're not supposed to ride a rampaging rhinoceros down the middle of fifth street.
Cleo Starr: Very VERY minor crimeboss who's fashions and style are stuck in the Austen Powers-era. If the gang needs financing, she's usually the one to put the money down. Also, her recurring plan to stop Batman is to convince him to marry her (or somebody else) so he won't have time to fight crime.
Cat King (aka the King of Cats): Coward and sleeze ball, but also the most ambitious of the group. He's always eager to use somebody else to advance his goals or to take credit for what they've done. He claims to be Catwoman's brother but she denies it.
Black Spider: On the outer level, he's seen as the cool one, even if he's closer to superhero than super villain. He tries to lead a crusade against the drug rings of Gotham. When the costume comes off however, he's a neurotic wreck that worries he's being used by others and is not making any difference.
The Fool: He's okay with pretty much any crime, as long as he can do it in a CRAZY!!! way. He usually follows somebody else's plan until he gets to a point where he can really "make it his own."
Slasher: Think of DC's Scarecrow if instead of following folklore and old classic monster movies, he was obsessed with Jason, Freddy, and the like. He loves inciting fear (usually by causing massive amounts of gore.) Doesn't tend to get along well with Pagan although he tries. Has tried multiple times to get his own horror themed team going usually to horrible failures, although Thrill Devil think's it's a pretty cool idea.
