After Livewire causes an explosion in Belle Reve that results in thousands of super powered villains breaking free. Superman, Batman, Timber Wolf, Sideways, Mister Majestic, Fright Train, Red X & Crimson Fox join forces to rally up as many prisoners as possible leading the public to thinking that the Justice League is back. And yes, I am shamelessly going to call them New Justice lol.

DR. LIGHT (Dr. Light)
Dr. Light puts together a team (that i'm basing on the OG Light's Fearsome Five) that'll operate on an international level as troubleshooters, in Countries that lack heroes of their own, or whose heroes are outgunned. Though they'll work closely w. The UN the team will be fully autonomous.
TOY MAN (Gizmo)
Starting close to home, Toy Man is Dr. Light's first recruit. As a scientist herself, Dr. Light knows she needs a good tech guy. Having run afoul of Dr. Light when some of his experiments got out of hand, Toy Man is looking forward to being on the same side as the hard nosed hero.
MINOR DISASTER (Jinx)
Like her father before her, Minor Disaster started out as a villain and is looking to try being a hero. Under Dr. Light's demanding command, Minor is going to get some real intense work experience.
DAMAGE (Mammoth)
By accepting Dr. Light's offer, Damage no longer has to worry about running from his own Govt., as the position comes w. a certain amount of legitimacy. Look for a romance to start up between Damage and Minor Disaster, which will result in a big blowout w. Minor's father when he arrives to check up on his little girl and disapproves of the relationship.
MISS COSMOS (Shimmer)
An incredibly powerful matter manipulator (down to the molecular level), active since the fourties, Miss Cosmos has been a member of The JSA, The All Star Squadron, and The Freedom Fighters. Dr. Light considers recruiting her a huge win, as Miss Cosmos is someone she wont have to babysit in battle, and is the most powerful member of the team.
BRAINWAVE JR. (Psimon)
No longer wearing a costume, Brainwave Jr. comes w. a powerset Dr. Light considers essential. Though he has a history of going off the rails, Dr. Light is confident she can keep him focused and in line.
THE ATOMIC SKULL (Neutron)
Another villain who's tried redeeming himself, The Skull has helped save Metropolis, and worked off his jail sentence working w. the MPD. His radiation based powers provide a certain amount of shock and awe, but can also be used to help clean up in disaster areas. Dr. Light thinks he'll do well in both capacities.

RED HOOD
The street level leader and one time Robin. Back to my favorite version of his costume; I really dislike his current got it at Goodwill one.
ARTEMIS
The amazing Amazon. An Outlaw veteran and used to watching Red Hood’s back. Wearing brighter colors to stand out against her teammates.
TURBINE
A man out of time. A super speedster with a specialty in spinning at beyond hurricane levels.
WITCHFIRE
Though she was created and empowered by the Goddess Hecate to be an instrument of evil, Witchfire decided to use her magical abilities heroically.
STEEL
Genius inventor wearing high tech powered armor of his own design. And no cape. He looks waaay better with no cape.
MAXIMA
Alien Royalty. A physical and mental powerhouse who enjoys the thrill of combat.
ANIMAL MAN
A really underestimated powerset. Easily the most laid back and “everyman” of the team, look for him to provide much needed comedy relief in otherwise tense situations.

Shadow Fighters
*Robin brings the group together in order to distance himself from Batman and rival Batman Inc. but he does participate in the field
*Nightwing/Eclipso he joins to keep an eye on Robin for Batman, but this leads to a lot of internal strife
*Superboy/Cave Carson he has a falling out with Nightwing and eventually leaves the team to join Batman Inc.
*Johnny Quick/Chunk he is chosen because every team Robin is familiar with has its own speedster
*Manhunter/Creeper he dies in their earliest adventure and is teased to come back a few times before finally doing so.
*Katana/Dr. Bennet she's the warrior who only cares about completing the mission.
*Metamorpho/Major Victory he accidentally kills someone during a mission and the aftermath of that haunts him throughout the run
It’s odd DC has never developed an English-centric group of characters. In this scenario The Queen of England summons a bunch of different characters for private meetings, w. the goal of establishing just such a team.
THE SHINING KNIGHT
Like his name implies, Sir Justin is a beacon, of all that’s good and right w. Albion. Though he’s spent most of his time in America since awakening in the modern world, he’s elated to be back home.
MANCHESTER BLACK
Manchester on the other hand, will gladly point out everything that’s wrong about anything. For such a contrarian, it’s odd he readily agreed to The Queen’s request to join the team.
KNIGHT
A Batman knockoff yeah, but a pretty good one actually. Knight has some serious street level skills and even worked w. Nightwing in Gotham during the Battle for the Cowl.
SQUIRE
This is one of those cases where the sidekick is arguably more popular than the main hero. Quick, smart, witty, agile, and driven, Squire is great at her job, and has a huge online fan club of young admirers.
GODIVA
Dora Leigh has been on few different teams before, but isn’t taken seriously by the hero community. She knows she’ll need to be more than the resident flirt if she’s going to get the respect she feels she deserves.
JASON BLOOD and THE DEMON ETRIGAN
The existence of these two has been known to all of England’s Rulers since Camelot. Though they’re often in conflict w. each other, the magical expertise of one and raw power of the other will be great assets to the team.
