that wouldn't work because dc wouldn't let it. DC won't let city in the dcu be worse than Gotham that's Gotham's thing. No city will be more city of tomorrow than metropolis or a more famous underwater city than Atlantis or a more family friendly city than central city.
Originally they did. That even the police were more corrupted than the ones at Gotham. They can do it that Dick's city becomes much more safety. If anything they can have Bludhaven look saferty. That at first crime looks low but that's because all the crime takes place out of the city. They drop out the people underground.

From these premises we can hypothesize that after the collapse the city was rebuilt like a Las Vegas of the DC Universe by the Gotham mobster, because they needed a way to lauder their dirty money and the gambling industry is a perfect way to achieve this goal; the casinò Flamingo of Las Vegas was built with this purpose. This created a very corrupted and bewitching city, full of pleasures, entertainments and deadly dangers, where Dick Grayson conducts his investigations.

Here is the thing that would make it different than Las Vegas? I mean what if they built a regular city at first and then the casinos and other las vegas parts came first? That the city is literally divided. Like dark and day. You have the Casino life mixed with the average everyday city.

In every industrial city there is an industrial district, separated from the residential and administrative one, so we can hypothesize the industrial district was demolished and in its place the casinos were built. In this way we can have a bright but tracherous zone (the casino district), side by side with the residential zone, where the common people lives with their issues and misfrotunes of everyday.

While I generally dislike the Vegas route, I think I'd be okay with an Atlantic City type vibe, or Reno. A town with a little more texture (and at least a little less tacky) than the adult Disneyland that Vegas has become. Something smaller, but no less corrupt because of it.
Keep in mind that you have about as much chance of changing my mind as I do of changing yours.
I don't know what are the differences among the various "casinò city", but I agree with you because more the city is complex and more various the adventures of Nightwing can be. Bludhaven should be a city economically dominated by the casinos, but it should have also some other activity, like the fish industry (Bludhaven has a seaport and was a whaling town) and some residual industrial activity; maybe some asbestos mines could still work.

More a I think about the Atlantic City idea. Maybe bludhaven is also a bit of a place for musicians or movie stars. More less known ones. They are trying to get their feet wet.

And maybe they are being racketeered? That some of the mob are actually able to get them to be big stars.
Vegas, a city with a life of its own. It thrives with or without Grayson.
