is Bludhaven belong to the same state as Gotham or Metropolis?
It could be somewhere in the middle. It doesn’t have to be in the same states as either of them. Besides they at times changing the states. This is weird question what state would be good for Bludhaven?
I don't know where is Metropolis, but Bludhaven should be near to Gotham (approximately 33 minutes drives accordingly Batman Fandom.com) and I like this because it makes easy create crossover among Nightwing and the other members of the Bat-family, but at the same time it allows to keep them separated.

Batman's world isn't realistic. It's grounded in psychological realism… In real life, Batman's crusade would be a horrible idea.[…] But in the world Batman inhabits, it not only makes sense, it's absolutely the right thing to do.
I prefer to have Bludhaven further from Gotham than what Dixon established. A good 3-5 hour drive keeps Dick independent but still close enough to show up when sh*t really gets serious. And of course, if you've got a fancy Batplane or Batmobile you can cut that time down by a lot.
I mean, it probably takes more than a half hour to drive across Gotham itself, why should Bludhaven be so close?
The state that Gotham and Metropolis are in changes a lot, and I don't expect Bludhaven to be any different, but "spiritually" I imagine it's in Jersey.

I agree Gotham an bludhaven should be more stretch out. Gotham has a few times been in New Jersey. The question now is when we think of criminals what are we seeing? I feel maybe everything is more lowkey. Also what about the cast that Dick will interact with?
I'd like it to be a bit like a mashup of Gotham, Metropolis, and St. Roch. One way to give Dick a little extra difference would be have him more frequently deal with types of things Bruce usually doesn't. Low level mystical stuff, slightly goofier villains, etc. His adventures should not be as grim as Bruce's adventures, as Dick is much more well-adjusted. I've been reading Johns' Hawkman, and St. Roch is a great setting.
I wouldn’t mind ever now and then he gets grim and dark adventures. I got a idea. Maybe the city of Bludhaven is clean and safe. The crime bosses made many of the drugs only in casinos and other places. You have to pay to enter to leave. So there are illegal casinos.

It would be interesting to see wannabe Nightwings. Corrupted offices of course. Acrobats could be interesting to see how they would be villains. Maybe that's how Nightwing gets a Circus. The arobats were using the cirucus for evil purposes. Like child abuse.
More I think about it Atlantic, New Orleans and Las vegas scene is interesting. Bludhaven has a bit of a cooking scene but better knwon for their entertainment and gambling scene.

I dunno, if we want a "broken mirror" copycat villain, we've got Deathwing, and there's plenty of potential to be found in both versions once you dig through the crap. I'd rather see more done with him than some corrupt cops who, what, use Nightwing's visuals to perform crimes in some weird attempt to discredit him?

Agreed. With the corrupted cops it's done often enough in other comics. Maybe he even goes far as making his own version of the Teen titans? The next question is who lives in Bludhaven? Like yea we got mobs and other people. But all heroes have a supporting cast. Maybe Kori moves in with him? ANy other cast from the past of Nightwing Dick can have a friend with?
Exactly. Having Bludhaven a short drive from Gotham is unnecessary if you want Dick to pop into a Batman book, but spiritually it keeps him tied tight to the IP, where DC has proven they'll just treat him like another sidekick. Moving Bludhaven away from Gotham doesn't limit Dick's ability to appear in a Bat book, but it does move him farther away from Bruce thematically, allowing him more room to stand on his own.
Of course, he could be living on Tamaran and DC would still just treat him like a Bat sidekick if that's what they wanted. So once again we prove that the problem is DC, not Nightwing.

All true. But in theory how far away? I say a few hours to at most maybe a day travel. One thing I'm curious about how do we get the mob to be interesting in Nightwing's case. We have the normal mob but then we get into some of the more comic like ones in DC.
In my opinion there isn't any reason to put more distance among Gotham and Bludhaven, because the two cities are already large and populated enough to justify the absence of meeting among the various heroes of the city (if I'm not wrong Gotham should have 8,000,000 citizens circa); in fact we don't see the various characters run into the others every time, but only occasionally.
For example how many time did we see Batwoman, Batgirl or Nightwing in the pages of Batman during the King's run?
