In theory Xavier and Magneto already betrayed krakoa. they ordered an execution of someone in cold blood, somethig against krakoan laws. I wonder what would happen if the Quiet Council knew about this.
Mystique obviously, Destiny foretold it long before Moira thought she could play god.
I doubt they'd care. This wasn't some dude on the street, it was the head of Orchis who was assisting in the creation of Nimrod. The assault on Orchis team had explicit permission to kill if needed (but was making efforts to limit casualties among the scientists) and the quiet council ok'd X-Force who has an explicit sanction to kill. Killing a normal human is a crime but you still have extenuating circumstances, from the beginning they recognized that the laws aren't absolute.
But this wasnt needed, there wasnt any attack or provocation. Kill someone while she is sleeping just because you fear that his creation one day will become dangerous for the mutants is a bit extreme ( and I still think that Nimrod is only a host body for the mind of his husband and once the scientist is killed by the X-men he will become the mutant hunter we all know).

Agreed. Remember, Moira spent 1000 years with Apocalypse. She hunted down a whole family line and assassinated them. She's manipulating Charles and Erik. She faked her death like 20 years ago and is still playing in the shadows. She was already dead for 20 years, so when Hickman is done, he can kill her again, reset the status quo for the next writer, wipe his hands, and be on his way.
Destiny and Mystique will be the heroes in the end, and the X-Men fools, led astray by Charles and Erik, who too were duped by Moira.

Don't waste your time no matter how many times you explain some people won't get it. The law against killing humans wasn't a "Thou shall never kill any human ever law" you literally have Magneto and Mystique in the scene talking about the difference in killing for defense and what the law was saying. The law is roughly saying "Mutants should never kill an innocent human" which means killing a human in self defense, in act of defending Krakoa or if person is general evil person doing evil things it is just fine to kill. Just in the same way the law saying to make more mutants isn't every mutant is force to have kids it is rough saying " If you are in position to have kids we would really like you think about to having kids". But hey we already know the deal people are going to keep on saying "hey they are breaking the law" when reality is if thing or person are threat Krakoa and mutants the law to don't kill doesn't apply .

The council members are little more than court advisors to King Charles, who is ultimately the final authority when it comes to determining and interpreting laws. It's not like there's a judiciary system that mutant residents can appeal to, or a constitution granting them any basic rights their rulers aren't allowed to violate.
Yeah that how laws works. How else could police shoot unarmed people not end up in jail. Laws have interpretations and the how and the why matters.
It is called provisional government
A provisional government, also called an interim government or transitional government, is an emergency governmental authority set up to manage a political transition generally in the cases of new nations or following the collapse of the previous governing administration.
People can treat it like it sinister thing but it is kinda normal.Now if they never transition power you guys will have a point but right now. It is still inline what happens with new countries.
It is left ambiguous if the Council will remain in time or not.
Anyway, it must be complicated to do things like a census for an election when you are resuscitating adult mutants at a rate as high as the one they carry (which they project can increase).
