It's a pretty cool reference to The Hustler which starred Paul Newman as well as the first issue of the Wein/Gibbons run where Hal did something similar.

The way I see it, it's not that Hal disagrees with Ollie, just that the way he goes about things is a bit different from Ollie's (often hypocritical) obnoxious loudmouth behaviour. But if Hal gets pissed off (which is much rarer for Hal than Ollie), he can be much more confrontational than Ollie imo. This moment from the final issue of the original GL/GA run for instance.

Yeah, there are definitely some problems in terms of Hal's characterization in the original run (O'Neil makes Hal look like too much of a chump sometimes) but there are also some good Hal moments I think that can be salvaged if reinterpreted through a more generous lens.
