If I remember correctly they gave JDW a list of characters including Dust, Surge, Sofia, and Frenzy and asked "will any of these characters show up soon"

JDW said something like "one of those characters will get a cameo", he never specified if it would be Surge or Wind Dancer or Dust

Lol, it's probably more coincidence and fanon but I would it funny if this was because they make him "think on his feet" in some way; more unpredictable for his mind to keep up with.
