Sam was the assumption, but it was never explicitly stated if Scott had a specific former New Mutant member in mind.
Realistically, SEVERAL of them were highly eligible. Given what we know now of that crop of mutants, Sam, Roberto, Illyana or Dani would be the most likely candidates.
But New Mutants #10, and the exchange between Scott & Emma while watching footage of the team in action, definitely indicated intent to appoint and groom his successor.

Opinions vary, but you could make the argument that Bendis' entire run is about Cyclops. The entirety of his Uncanny X-Men run is about Cyclops and he is featured throughout All New X-Men.
Now, a lot of people don't like Bendis' run but as the Battle of the Atom podcast rightly points out, I think a lot of the perception of Bendis' Cyclops are slightly off.
All the characters at the Jean Grey school vilify Scott (and to be fair to them, he did kill Professor Xavier) but his actions during Bendis' run are not that of a villain. In fact he's mostly doing old school X-Men stuff...rescuing emerging mutants, fighting sentinels, etc. He's just clearly kind of a broken man after the Phoenix experience.
Look, I think Bendis' run loses steam really fast. After the crossover Battle of the Atom it's kind of aimless and you get a sense Bendis was not that inspired. But the first 15 or so issues of both Uncanny and All-New X-Men are pretty good.
There is also Greg Rucka's brief run on Cyclops' solo book. It starred a teen Cyclops and featured adventures with Scott's dad Corsair. It's a really solid 5 issue run and worth seeking out (wonderful Russel Dauterman art as well).
