Though I am firmly convinced that the Inhumans are a perfect fit for Empyre, if they are really off the table, I will accept that.
But, Marvel should rebuild the Inhumans, and I don't care if that shares some elements with the X-Men push right now, like (re-)establishing autonomous or independent Inhuman communities in island/aquatic Attilan, Himalayan Attilan, lunar Attilan, New Arctilan, Orollan, Utolan, Ennilux, New (Manhattan) Attilan, the Quiet Room, and the Aerie, for Inhumans to choose which one best fits each one.

I disagree with this apparent notion that the Inhuman characters "need a rest". If someone said that about the X-Men and related characters, a lot of people would pitch huge fits.
Having read the Inhumans during the height of their recent prominence, loving more or less ever second of it, I feel them not being used is a huge waste. Between the OG Royals (regardless of technically current status, I use the name to specify), the NuHumans (not-named-Kamala Khan), and all of the other Inhuman factions, like Utolan, Ennilux, New Attilan and so forth (there are highly likely more were they came from, I'm sure of it), so much potential is being outright ignored due to this. Many of these aspects only got the barest minimum of what they could bring to the table shown. So, to hear say that the Inhumans "need a rest" feels entirely intellectually dishonest on their part.
Al Ewing saying this-- or being made to say it -- hurts. I love that guy and his attention to untapped characters and story elements. He would do right by all of the facets of Inhumanity because they all fit the bill. And yet he says this...

That's how I take it too. ''They need a rest'', not because there aren't stories to be told about them, but because Marvel went too hard, too fast with the Inhumans push and it kind of blew up in their faces. You can see they apparently learned their lesson, 'cause they're not trying to do the same with the Eternals now that they're about to become a big franchise. They seem to be taking their time this time around.
That being said, I'm sad that the Inhumans will not be involved in Empyre, as they definitely would've fit in with the intergalactic drama that's been going on. And despite that, I don't think all hope is lost. As long as Ms. Marvel remains relevant, there will always be a connection to the Inhumans to be explored.
And? said fandom loathes the rest of Marvel not grovelling at their feet

I refuse to let myself hope by believing the rumours that the Inhumans will be rebooted into the MCU via Kamala’s show; but I would say that restarting/rebooting /rebuilding/reviving the Inhumans in the comics is probably going to need to piggyback off Ms Marvel, provided they don’t AXIS her into being a mutate/mutant

Empyre would have been the perfect fit for them, but I understand the animosity concern. That being said, it's mostly Marvel's fault people feel this way.

I don't think it was that it was too fast, but rather they were tied to any problems the X-Men faced and used as scapegoats. It was cynicism and clickbait articles that sabotaged it.
The X-Men push is very fast and very strong with like 15 books and more events. No one is saying they are being shoved down our throats. Ms. Marvel is proof that their push on the comics side was successful.
With the omnipresence of the X-Men, I don't think they would threaten any fans with one book or even a tie-in.
Yes the whole need to pit them against the X-men is what killed their chances.
Speaking of the X-men or more specifically their fan base now turning their attention towards the Fantastic Four if the Inhumans came back they could so a standing with the F4.
It wouldn't be unusual, and wouldn't have so many angry with them, being part of a more supported group.
Putting the Inhumans up against the mutants was idiocy*; but if/when they ever rebuild the Inhumans, It’s inevitable that there is going to need to be some emphasis placed on the differences between Krakoa/Mutantdom and Inhumanity, if only to avoid being semi-digested like Marvel UK is
*theres a lot of missed opportunities that the changeover from Fraction’s plan caused, I’d say some semi-positive interactions between a reborn but weary mutantkind and a suddenly expanded Inhumanity facing social upheaval is one of them
The Bleeding Cool started the concept/rumor that the inhumans were coming to "take away your X-Men" and Marvel cashed in on the fear with their events.
They're ignoring the fact that they're writing the X-Men as a superhuman population, in an isolated sovereign nation, with unique traditions which is basically the inhumans. They won't return as long as the X-Men have that as their status quo.
