Last time i checked, tigra is a street leveler and Barbra Cheetah is supposed to be powerful enougb to trade blows with WW. So the gap in power between them should be huge.

To be fair, I think Tigra actually faces the same fate as Cheetah does by the media (Still scarred from that Batman film where Duck Grayson was able to equally go hand to hand with her. Wtf). She was also supposed to be godly powerful when she went through her Tigra transformation, but was nerfed and just treated as just a crazy humanoid cat lady afterward by writers.
