I think it’s to show that he’s mentally moving away from his mob enforcer persona. Sure, he calls himself “Joe”, but now it’s sunshine Joe instead of Joe Fixit. He’s more comfortable as himself because Bruce has been allowing him to be himself out in the daylight more and more(except for being inside Bruce’s body during). So some of the bravado associated with the “Act” of being Fixit is falling away as Gray Hulk continues to evolve as a character

You can imagine Joe saying "Big Words" in a sarcastic way, but the Childlike Hulk saying he doesn't understand.

So it looks like Joe is going to shapeshift the host body like we saw, some parts big, some small and confuse/overload the equipment like suggested by previews. Get loose on the station and the new Sasquatch tries to stop him only for Fixit to use the teleporter intending to back to Earth and last page will be him in a Green form with Fixit's mind but looking like a muscular Banner similiar to King in Black: Hulk cover. In his rush to escape, he teleported to the wrong location. Chances are Alpha Flight would have the coordinates for a symbiote planet.
On the covers that Fixit shows up until #40, he was potrayed as Banner in a suit. Also when he took control for the first time he got Banner a suit (and mustache) after he escaped from the base.
Wasn't there a bit about Joe acting more like Bruce when the moon was brighter?

Yes. During PAD’s run, the leader explains to Gray Hulk that when the moon is full that’s when Bruce’s influence over him is the strongest. And during night were there is no moonlight at all, that’s when Bruce’s influence is the weakest.
PAD seemed to drop this idea after the Fixit storyline concluded, and the real reason for the nocturnal transformation trigger was revealed.

In an interesting way-or coincidence-Joe's original 1980's fashion is a bit like the 1930's Scarface. His current look seems a bit more 1980's DePalma/Pacino Scarface, especially earlier in that film with the shirt.
