X-23, Franklin Richards, Molly Hayes and Bombshell are the mutants (Squirrel Girl no longer counting), assuming that Bombshell still counts as a mutant in the 616. But X-23 is the only one firmly associated with the X-Men.

Well, Laura has had a rebellious streak throughout her life. Like her father, she does tend to run off and do her own thing on a whim. She's doing that right now with Fallen Angels. I can totally see her getting involved in this.

I thought Krakoa would make a deal with USA for the mutant teens but it seems they will have to pledge to the law too.

No the premise of Outlawed is basically superheroes have to be over the age of 21 and apparently they are some restrictions in place if you are not 21. The cover implies Laura is one of the heroes under 21 and they mentioned articles talking about Outlawed even some heroes above 21 would be affected by this event.

Laura being 21 when characters like Scott and Jean are still supposed to be 30 at max never made sense. Weirdly it happens with all the teen heroes. Marvel allows most of them to be called 20+ adults after a few years of creation like they had forgotten that they're still trying to keep their '60s heroes young.

It always felt weird for me that they let her grow up so fast, since it's going to be an issue in the future.

Laura's NOT 21 though. An issue of All-New Wolverine had Old Man Logan complain that Laura didn't have any beer in her apartment... because she's too young to buy alcohol. If it wasn't for the fact that she should be on Krakoa, it wouldn't be a surprise that Laura would be involved in Outlawed, as the law against superheroes under 21 does apply to her.

You forgot her birthday in Tamaki's book. If she was 20 in ANW, then that would have been her 21st.

Daken said she was cloned "twenty years ago" during Orphans of X, which means she was either 19 or 20 in ANW depending on whether he's referring to her "conception" or birth.

Could have just been a ballpark estimate, rather then an exact literal amount; people often round to the nearest 10.

Her leaving behind her contemporaries had nothing to do with her being aged up; leaving behind characters she'd built meaningful relationships with has been a problem with the character for awhile.

Her being aged up in itself is a good thing, as it means no more shoe horning her into "Teen" books she is grossly unsuited for.
