According to Grace Randolph there is open casting for Barbara in the Batgirl movie. AND for Commissioner Gordon. Which means a white actress and actor could be playing roles.
Despite the fact that Jeffrey Wright, a black man, is playing Commissioner Gordon in The Batman movie. Apparently The Batman is its own thing, like Joker was, and not connected
to the other DC movies. Perhaps the same for the Batgirl movie?

If they wanted civilian Babs to have short hair, why didn't they just have long hair attached to the cowl, like Batwoman?

Kind of odd both Batgirl and Batwoman both have red hair even though they aren't related. I think Barbara having short hair with a red wig sewn onto the cowl would confuse people even more as to Batgirl and Batwoman
    being two different people.

Well, Warner Brothers has been exploring the idea of a Batgirl movie for years now, first with Joss Whedon and now assigning Christina Hodson to the project. If ‘The Batman’ takes place very early in Batman’s career, then it would be many years before a Batgirl movie could happen if it had to be tied to that continuity. I would be very happy to see a Batgirl movie that could establish its own world and tone.
‘Joker’ wasn’t tied into any previous DC film continuity and it did ok. I think that it would even be fine to have a different, mature Bruce/Batman, different Alfred, a Dick Grayson, just for this film (how fun would it be to have, say, Jon Hamm be Bruce/Bats for about twenty minutes?).
Audiences would handle it just fine.
    Their heads won’t explode.

Wasn't Cass still Batgirl when Kate debuted? Clearly someone wasn't thinking they might bring back the original a few years later. Their costume colour schemes make them easy to tell apart though. Kate wears black and red and Babs wears either purple or grey and yellow.

Of course the simpler solution would've been to just not give civilian Babs short hair. That only works when she's not Batgirl and therefore the cowl isn't something you need to consider when designing the character.

In the 1966 TV Show Barbara was wearing a wig under her cowl.

How Yvonne looked out of and in costume on the show.

Tim Hanley (author of, among others, Wonder Woman Unbound and The Many Lives of Catwoman) had a pitch for a book on Batgirl's history that didn't work out. Now he's offering the four finished chapters in support for The Book Industry Charitable Foundation.

All you have to do is donate $10 or more to the BINC Foundation and send me proof of your donation via a Twitter DM or an email to timhanley01@gmail.com. In return, I will send you a PDF with all four chapters! I gave them a thorough edit this week, designed a cover, and added a bunch of comic book images to the text. It’s ONE HUNDRED PAGES of Bat-fun that covers:

The original Batwoman of the 1950s!
How the writer of The Empire Strikes Back is connected to Batwoman!
    The first (short lived) Bat-Girl!
    The second (longer lived) Batgirl!
Yvonne Craig as Batgirl on the 1960s Batman TV show!
    Congresswoman Barbara Gordon!
Batgirl vs. Benedict Arnold (he was reanimated by Satan, obviously)!
Batman: The Killing Joke, and why it’s trash!
«Speaking generally, it is because of the desire of the tragic poets for the marvellous that so varied and inconsistent an account of Medea has been given out» (Diodorus Siculus, The Library of History [4.56.1])

It would've been interesting to read the full book. Considering it seems like he was covering Bette, I wonder if he would've done chapters on Cass and Steph as well.

Meta reason being the Batwoman look was originally intended for Babs in a pitch by Alex Ross and Paul Dini but then transferred to Kate Kane when that character was created.
I suppose that striking graphic red/black color scheme is TOO hard to deny.

Based on the timing, they rejected that pitch and made Stephanie Batgirl instead? Batwoman's debut was at around that time.
