There's a new version of it in Rebirth Year of The Villains Black Mask issue, with a little more detail. In there, Bruce is depicted, in the eyes of Sionis, as this perfect, handsome boy who smiles and very polite, whereas Sionis is uglier, louder and messier than the original depiction to drive the contrast home.
You mean if he inspired Tommy? No idea, but they're different characters.
Thomas Elliot is another childhood friend who went to the same elementary school together with Bruce.

They met before the Waynes died, went to Metropolis together, watched Alan Scott fly overhead, ran off on their own and get grounded.
Tommy likes chess and really good at it because he's used to navigating his abusive home. He didn't keep secret to Bruce about his feelings, which Bruce listens and sympathizes with, but of course, it didn't cross his mind how far Tommy will go to escape his parents.

Hey, remember the time where the Waynes didn't walk down a dark alley and instead it's the murderer who jumped out of the alley to rob them under the bright street lamp of a regular car street in a good neighborhood and that's why the murder feels so random, brazen, and tragic?

In Rebirth, he trained with Zatanna under Zatara while he's in high school (and encountered Ra's al Ghul while he's at it) but wasn't allowed in on the family secret of course. When he found out he got his memory of their real ability erased.
