Is the Anti-Cap not still dead? He committed suicide to avoid capture at the end of Priest's CAPTAIN AMERICA & FALCON series. Not that death is an insurmountable obstacle in the Marvel Universe, but he doesn't seem like a natural candidate for resurrection.

Have any of those original "Captain America: Commie Smasher" issues from the 50s been reprinted in an affordable print format?

Captain America & the Falcon #14 was the last appearance for Anti-Cap.

However, it looks like he was brought back as Major America (rather briefly, though):
