I always read it as them sharing mouth to mouth what air they had left in their lungs. And, holding each other as they suffocate and freeze to death.

This is from the backup story in CLASSIC X MEN 42. 41 and 42 were flashbacks to Scott's time in the orphanage and Sinister's role in it. And what I used to really enjoy about it was that I thought it established Scott as inherently heroic even as a youth.

These panels are written arguably that Scott and Jean are a destined couple. Soulmates. Claremont wrote those 2 backups and I remember being surprised that he would write it that way. By that point, I thought he had soured in them. So, I was surprised, but pleasantly so.
